Tafsir Ibn Kathir
Hafiz Ibn Kathir( وما كان لنفس أن تؤمن إلا بإذن الله ويجعل الرجس ) وهو الخبال والضلال ، ( على الذين لا يعقلون ) أي : حجج الله وأدلته ، وهو العادل في كل ذلك ، في هداية من هدى ، وإضلال من ضل .

Yunus 10:100
Word by wordوَمَا كَانَ لِنَفْسٍ أَن تُؤْمِنَ إِلَّا بِإِذْنِ ٱللَّهِ ۚ وَيَجْعَلُ ٱلرِّجْسَ عَلَى ٱلَّذِينَ لَا يَعْقِلُونَ
And it is not for a soul [i.e., anyone] to believe except by permission of Allāh, and He will place defilement upon those who will not use reason.
